2025-26 Legislative Agenda

Greenlined Policies

Greenlining is the practice of deconstructing systemic discrimination and proactively driving investments and opportunities into formerly redlined communities of color. As part of this work, we engage with community members, partners, and California legislators to advocate for and shape Greenlined policies — policies that aim to change the very systems that govern many aspects of our daily lives.

These policies include:

  • Driving investments into communities of color that bear the long-term effects of historic disinvestment and redlining
  • Ensuring transparency in how policy and budget decisions impact Californians, with a focus on identifying and addressing inequities in communities of color
  • Holding state agencies and lawmakers accountable to equitable outcomes
  • Building strength and capacity in communities of color by removing barriers and expanding access to resources, opportunity, and decision-making power

Now More Than Ever: California’s Legislative Advocacy Matters

This work is essential in every political climate — but especially during periods when federal leadership turns its back on our communities and rejects equity.

During this second iteration of the Trump administration, we’re bearing witness to an aggressive dismantling of our civil rights, environmental safeguards, and policies to achieve racial, economic, and climate equity. Policies and agencies meant to protect the public are being systematically undermined, while investments in climate resilience and economic equity are being decimated.

In moments like these, state leadership is not just important — it’s urgent. California has both the power and the responsibility to act.
Building an inclusive, multi-racial democracy demands more than defense. It requires us to fundamentally transform the systems that produce inequity. That means reimagining an economy that is cooperative, regenerative, and non-exploitative — one that centers communities of color and distributes power and resources equitably.

That’s why Greenlining is pushing California to step forward. Our systems change approach to legislative advocacy drives bold, race-conscious policies that not only protect communities of color from federal harm, but also lay the groundwork for a just, resilient, and equitable future.

Budget Advocacy

Californians need bold, equity-centered, and long-term investments that prioritize the state’s most underserved communities. In 2025 Greenlining is focused on ensuring critical funding for community climate resilience secured through Prop 4, and investments in clean transportation are implemented without delay.
